As the shipping sector strives for efficiency, BIMCO has provided input at the International Maritime Organisation (IMO) in a bid to facilitate the harmonisation of data ahead of the April 2019 deadline when new mandatory requirements come into force for automated ship reporting.

In 2019 the new mandatory requirements on Electronic Data Interchange require public authorities to establish systems for the electronic exchange of information to assist ship clearance processes.

Revised emergency response procedures for ships carrying dangerous goods was one of the many items discussed at IMO’s Maritime Safety Committee (MSC 99). Autonomous ships, security and adoption of amendments to mandatory instruments were also on the agenda.

For the first time, IMO will discuss the maritime autonomous ships. The use of autonomous ships – or so-called unmanned ships - will create the need for a regulatory framework for such ships and their interaction and co-existence with manned ships.

The USCG recently published Navigation and Vessel Inspection Circular (NVIC) 01-18, “Ballast Water Management For Control Of Non-Indigenous Species In Waters Of The United States.” Further to the NVIC 01-18 have the USCG published guidance on the NVIC 01-18 regarding requests for compliance extensions.

The USCG Ballast Water Management regulations entered into force in June 2012 and is now close to being fully implemented so any ship calling US ports have to be in compliance with the relevant regulations and requirements. It should also be noted that a number of US individual States have implemented their own requirements beyond the USCG regulations so liaison with a local agent is recommended.
