The introduction of the electronic chart display and information system (ECDIS) to replace paper charts is one of the biggest safety improvements in navigation for years. But lack of a standardised system is overwhelming crew, adding complexity and causing what it was meant to avoid – grounding.

A sub-committee under the International Maritime Organization (IMO) have forwarded three documents for adoption in June, moving one step closer to the adoption of a standardised system for electronic navigation.

A new Concentrated Inspection Campaign (CIC) to check on safety of navigation, including Electronic Chart Display Information Systems (ECDIS) will be conducted jointly by Paris and Tokyo MoUs. Paris MoU issues new White, Grey and Black lists issued effective from 1 July 2017.

Due to the significant limitations of Arctic charting, all mariners in Arctic waters are required to plan any prospective voyages well in advance to understand their environment, and to exercise extreme caution when on the water, in order to minimise the associated high levels of risk.
Caution is equally essential when navigating with Electronic Navigational Charts (ENC), as these official digital charts are based on the same limited or insufficient data as the official paper or electronic equivalent charts.

The guidance covers issues of training and competency for Electronic Chart Display and Information Systems (ECDIS) and helps interpret IMO requirements for ECDIS training. Discrepancies have arisen between flag states’ regulations and training that is aimed at meeting the IMO standards.
