BIMCO’s Secretary General & CEO, Angus Frew, will extend his contract to the end of 2022. His top priority in 2018 will be environmental legislation. Over the past four years, Frew has been instrumental in modernising BIMCO and in increasing its member-focus.
At meetings held at the International Maritime Organization (IMO) last week, a plan was agreed which aims to find regulatory solutions to mitigate the consequences and tackle concerns over underwater radiated noise generated by commercial shipping.
Christian Bækmark Schiolborg is Manager, Maritime Technology and Regulation at BIMCO. He is responsible for analysing regulatory developments, mainly on the issues of IMO 2020 sulphur cap, fuel safety and reduction of greenhouse gases from ships. Furthermore, he represents BIMCO at international organisations such as the International Maritime Organisation (IMO) and the International Organization for Standardization (ISO) on aforementioned matters. Christian is educated as dual officer (deck officer and marine engineer) and has sailed on container ships and offshore vessels. Before joining BIMCO, he worked 6 years with the Danish Maritime Authority. Here he began as ship surveyor, became port state control officer and ended as special adviser in technical regulation in the department for maritime regulations and legal affairs, where he represented Denmark in IMO on different technical issues and was Head of the Danish delegation in the Sub-committee on Ship Systems and Equipment.
The complexities of maritime decarbonisation are underscored by the industry's multifaceted challenges in reducing greenhouse gas emissions. The European Union (EU) and the International Maritime Organization (IMO) have implemented new rules to address this imperative. The EU and the IMO have set ambitious emission reduction targets for the shipping sector, encouraging the adoption of alternative fuels and energy-efficient technologies. Simultaneously, the IMO’s strategy for the reduction of GHG Emissions from ships outlines a phased approach towards decarbonisation. These regulations necessitate significant technological and operational changes for shipowners, charterers, and operators. Achieving compliance involves navigating intricate compliance frameworks, especially considering the diverse nature of vessels and trades. As the maritime industry steers through these uncharted waters, collaboration, innovation, and a holistic understanding of the regulatory landscape are crucial for a sustainable and decarbonised future. The maritime industry will need to consider whether the contractual structures that have been in place for over a century suit the journey toward decarbonisation.
Successfully implementing a Just In Time (JIT) arrival scheme is dependent not only on an efficient operational framework but also on important contractual considerations. Therefore, BIMCO has formed a small group of experts to help draft a new Just In Time Clause which will focus on these contractual issues.
The global maritime transport industry has submitted a proposal to form the world’s first collaborative shipping R&D programme to help eliminate CO2 emissions from international shipping. The proposal includes core funding from shipping companies across the world of about USD 5 billion over a 10-year period.
BIMCO's position has been approved by the BIMCO Board of Directors.
The purpose of this clause is to allocate the costs and responsibilities for obtaining, transferring and surrendering emission allowances for ships operating under an emission scheme, such as the EU Emissions Trading System (ETS), in a ship management context. The clause has been developed for use with any applicable emission scheme. It caters, on the one hand, for circumstances where the owners are the responsible entity for compliance and, on the other, for circumstances where the managers are the responsible entity either because the applicable emission scheme makes them the responsible entity or, as permitted by the EU ETS, the managers have assumed this responsibility by agreement between the parties.
Şadan Kaptanoğlu, managing director of HI Kaptanoglu Shipping, was elected President of BIMCO – the world’s largest shipping association – at its General Meeting in Athens on Tuesday 14 May.
