To facilitate crew changes in a safe manner and against COVID-19 risks, Singapore revises crew change requirements and sets up Crew Facilitation centre from 1st September 2020.
Immigration/visa requirements according to Schengen Regulations for the crew onboard vessels calling at the port. Crew change is possible in the port/terminal/anchorage. No restrictions on crew shore leave. Honorary Consulates of several countries available, but no embassies in theport/city
The International Maritime Organization (IMO) has sent a recommended framework of protocols for ensuring safe ship crew changes and travel during the COVID-19 pandemic to all IMO member-states, the UN and other stakeholders.
Facilitation of crew change through Panama is now possible. Clear references are made to the crew change protocols proposed by BIMCO, ICS and other industry stakeholders.
World trade has to flow - we get that. Charterers have contractual obligations under short term spot charters that sometimes leave little room for delays - we get that too. Owners are responsible for managing and relieving their crews - that's not in doubt either. But what we don't accept is that a minority of charterers may simply be looking the other way when they are presented with a ship that also happens to be in need of a crew change. We don't expect charterers to foot the bill and we recognise that hiring ships is a matter of commercial negotiation - but we see no reason why charterers and owners should not have an open and honest dialogue to try to find a solution for much needed crew changes.
Owners, managers, and not least the seafarers, are still suffering with COVID-19 challenges of crew change as different nations adopt different policies. Why is it lasting so long? Use of the “Crew change and deviation clause” far outweighs the “no crew change” clause. BIMCO’s regional manager in Asia, Wayne Zhuang, examines some of the challenges surrounding crew change during the pandemic and as the war in Ukraine adds new challenges to existing problems for owners, managers, and our seafarers.
BIMCO has produced a COVID-19 Crew Change Clause for Time Charter Parties in response to the extraordinary circumstances faced by many owners whose crew have had to remain on board during the COVID-19 “lockdown” for periods often extending beyond their contracts of employment.
The Singapore Maritime Port Authority (MPA) announced for immediate compliance, new holding areas to facilitate crew change.
