Recorded 15+15 webinar: How to ensure the EEXI compliance

Energy Efficiency Existing Ship Index (EEXI) regulations have entered into force as of 01 November 2022. Applicable vessels will need to demonstrate that its attained EEXI meets its required EEXI on an annual basis. The attained EEXI indicates the ship’s energy efficiency compared to the baseline determined by IMO. In the outset, the EEXI regulation is intended to make existing ships generally meet the design energy efficiency index of new ships (EEDI phase 2) by means of technical modifications.

The last three months have seen a substantial volume of queries in relation to the pros and cons of transiting via the Gulf of Aden versus the Cape. In this episode of 15+15, Alex Kemp and Simon Maxwell , experts in war risks from HFW will briefly discuss the latest in the Red Sea, the level of the threat posed and the factors to be taken into account when deciding when to proceed and when to re-route. The main take-aways from the presentation will be: The decision of whether to re-route requires a nuanced review of the interplay between the contractual matrix and the current threat level (which is informed by a multitude of sources). A pragmatic and commercial approach (focused upon engaging with all parties to the maritime adventure) often provides the greatest chance of reaching the right conclusion, hopefully without the threat of legal-action emerging after. Early in 2024 Adrian Tolson published a White Paper arguing for the global adoption of calibrated mass flow meters (MFMs) in the bunkering industry. He argued that this progress will bring much-needed transparency to bunkering by generating accurate, real-time data for all stakeholders along the marine fuel supply chain. Describing the problems for the industry caused by inaccurate quantity measurement he sets out a number of remedial actions. The paper recognizes the success of Singapore’s MFM based bunker licensing system and proposes this as a template for regulators in other regions across the world. It calls on all supply chain participants to actively support MFM-based deliveries, promote transparency and encourage digitalization in the long-term interests of the bunker industry and to help further the decarbonization goals of the shipping industry. This 15+15 will explore these ideas and assess if there is a chance for real progress.
