Revised Cargo Information and Declaration form for solid bulk cargoes

The cargo information and declaration form for the use of cargoes under the International Maritime Solid Bulk Cargoes (IMSBC) Code has been revised to align with certain SOLAS regulations.

The revision was necessary to correct a discrepancy and align the Code with SOLAS reg XII/10, which requires information on bulk density to be furnished by the shipper. This was missing in the current cargo information and declaration form.     

The revision was incorporated as part of the overall amendment to the IMSBC Code under amendment 07-23 (Amdt 07-23) which was adopted at the recent 107th meeting of the International Maritime Organization (IMO)‘s Maritime Safety Committee (MSC) held in late May/June 2023. 

As Amdt 07-23 will only enter into mandatory force on 1 January 2025 with voluntary application from 1 January 2024, the IMO decided to issue a MSC circular urging shippers to start using the revised form. The circular also requests that port state control officers exercise discretion until 1 January 2025 if the ship concerned does not have the required information.  

It is recommended that the revised cargo information and declaration form be used when you are in negotiation with shippers on cargo fixtures.
