The European Union (EU) and the International Maritime Organization (IMO) have implemented new rules to address this imperative. The EU and the IMO have set ambitious emission reduction targets for the shipping sector, encouraging the adoption of alternative fuels and energy-efficient technologies. Simultaneously, the IMO’s strategy for reducing GHG Emissions from ships outlines a phased approach towards decarbonisation. These regulations necessitate significant technological and operational changes for shipowners, charterers, and operators. Achieving compliance involves navigating intricate compliance frameworks, especially considering the diverse nature of vessels and trades.
Early in 2024 Adrian Tolson published a White Paper arguing for the global adoption of calibrated mass flow meters (MFMs) in the bunkering industry. He argued that this progress will bring much-needed transparency to bunkering by generating accurate, real-time data for all stakeholders along the marine fuel supply chain. Describing the problems for the industry caused by inaccurate quantity measurement he sets out a number of remedial actions. The paper recognizes the success of Singapore’s MFM based bunker licensing system and proposes this as a template for regulators in other regions across the world. It calls on all supply chain participants to actively support MFM-based deliveries, promote transparency and encourage digitalization in the long-term interests of the bunker industry and to help further the decarbonization goals of the shipping industry. This 15+15 will explore these ideas and assess if there is a chance for real progress.

Such practices may take many forms e.g. demands for facilitation payments (low level payments paid to low level government officials to complete routine tasks the company is entitled to), cash payments or in kind requests made by various port authorities.
We’re scaling up our direct engagement with you, our members. Earlier this week, around 20 ship managers joined the relatively new BIMCO Ship Manager Advisory Panel for a debate about how to handle the EU ETS in practice. Also this week, the very first meeting took place in the BIMCO Bunker Buyer Network where around 20 bunker buyers among our owner members met to address some of the topical issues related to bunkering. Among other topics, the network reflected on upcoming GHG regulations and debated topics for future meetings as the nature of the networks are user driven.
