Progress continues on WINDSEACON as subcommittee meets in person

Work on BIMCO’s WINDSEACON contract continues to move forward, with the subcommittee recently meeting in person to advance the drafting process and build on earlier milestones. The project aims to create a standard time charter party for the transport and installation of offshore wind turbines, supporting a sector that is expanding rapidly as demand for renewable energy grows. 

The initiative was launched to address the lack of a targeted and balanced contractual framework in the offshore wind market. Earlier consultations confirmed that the industry often relies on a mix of construction contracts and existing offshore charters, highlighting the need for a dedicated solution tailored to the specific risks and operational realities of wind turbine transport and installation.  

The group brings together a broad range of stakeholders, including vessel owners, charterers, developers, manufacturers, legal experts and P&I representatives, ensuring that the contract reflects the needs of the full value chain.  

A key milestone in the project was reached earlier this year with the release of the first draft for wider industry consultation. This step allows market participants to provide feedback through BIMCO’s established sounding board process, reinforcing the organisation’s approach of developing standard contracts through broad industry engagement.  

The recent in-person meeting provided an opportunity for the subcommittee to review feedback received so far and continue refining the draft. Discussions remain focused on ensuring clarity, flexibility and balance, while addressing the operational and commercial challenges unique to offshore wind projects. Following the consultation phase, the subcommittee will incorporate feedback and move towards finalising the contract for adoption and publication.
