BMP Maritime Security updated with new guidance on managing activism at sea

The latest edition of BMP Maritime Security (BMP MS) has been updated to include a new section dedicated to managing incidents involving activist boardings of ships and offshore installations. The guidance reflects the growing need for vessel operators and crews to be prepared for organised protest activity at sea.

Activist groups have a history of conducting carefully planned boardings, often aimed at generating media attention through banners, filming, and drone operations. While these incidents are generally peaceful, they can create significant safety risks for crews, protesters, and vessel operations.

The new BMP MS guidance provides practical “Do’s and Don’ts” for masters, crews, and company security personnel. Key recommendations include incorporating activism into voyage threat assessments, reporting incidents promptly to company and flag-state authorities, securing access points, establishing communication with protesters, maintaining professionalism, and ensuring the safety of everyone on board. The guidance also encourages crews to document events and manage interactions in a structured and controlled manner.

Importantly, the guidance advises against physical confrontation, the use of technical anti-boarding measures such as razor wire or water cannons, interference with drones, or actions that could escalate the situation.
