ASVTIME moves closer to completion

Overview

At online meetings on 31 March and 1 April, the subcommittee working on the standard time charter party for accommodation support vessels (ASVTIME) reviewed feedback from industry stakeholders and further developed the draft contract.

Consulting with the industry is a vital part of the development process for any new BIMCO contract. For ASVTIME, which is based on SUPPLYTIME 2017, listening to stakeholders with knowledge and experience of the special features of accommodation support vessels (ASVs) engaged in the offshore oil and gas and renewables sectors is essential.

“I am pleased that the consultation process has given us the support we need in confirming that the content and structure developed by the subcommittee is consistent with industry expectations,” says Edwin de Vries, Director at Wagenborg Projects & Logistics/Wagenborg Offshore and Chairman of the subcommittee.

Selected stakeholders had received a series of questions focusing on particular clauses in the charter party and were asked whether these were considered to appropriately reflect how ASVs operate. While the feedback largely supported the proposed clauses, the subcommittee also took note of a number of suggested improvements to the text.

“The ASV sector is a niche market with relatively few players. It is therefore all the more important that we develop a standard which is acceptable to as many of these players as possible,” de Vries adds.

Some of the clauses in ASVTIME are taken from WINDTIME, whereas others have been developed specifically for the new form. Thus, ASVTIME will feature more elaborate provisions on issues such as accommodation and catering, while introducing new provisions relating to gangway, crane, offshore bunkering and parallel operations.

The subcommittee will continue its work at an online meeting on 23 April and present the draft for adoption by BIMCO’s Documentary Committee at its next meeting on 22 September.
