POOLCON B is designed for use by tramp pools operating in the dry and liquid bulk trades under contracts of affreightment, spot or time charters to third parties. It governs the relationship between owners entering their ships into the pool and the pool managers and regulates administrative and procedural matters covering pool operations together with the allocation of respective party liabilities and obligations. As an agency agreement, there is no time charter relationship between participants and pool managers.

The Standard Agreement for the Supervision of Vessel Construction, codenamed SUPERMAN, clearly sets out a ship managers’ duties and obligations when providing supervision services to a newbuilding project. It is an agency based agreement whereby the supervisors act for and on behalf of the owners. SUPERMAN is modelled on SHIPMAN 2009 and includes the same structure of liability provisions. Payment is on a “cost plus fee” basis.

The agency appointment agreement provides a set of standard provisions for appointing an agent for a one-off port call. The agreement is concluded between the agent and a shipowner, ship operator, charterer or manager, and it sets out the services to be performed and the remuneration to be paid. This contract was published 9 January 2017 and is the latest edition.

According to a recent IEA report, 2019 is expected to see the largest wave of refinery capacity additions since the 1970’s. The Agency expects that 2.6 million b/d of new capacity will initiate operations this year. In terms of pure volumes, this is of course a bullish sign for the product tanker market, but what really matters is how global product flows shape up.

The IEA has recently released its long-term view of the energy markets. The agency presented different scenarios and cautioned that its outlook does not provide a forecast of what will happen; instead it offers several scenarios that explore different possible futures, depending on certain assumptions at government, industry and consumer level.

The Standard Liner and General Agency Agreement was published by FONASBA (the Federation of National Associations of Ship Brokers and Agents) and approved by BIMCO in 2001. It is a contract between the liner principal and its agent and governs, for example, the obligations of and payments to the agent.

The Sub-Agency Agreement was published by FONASBA (the Federation of National Associations of Ship Brokers and Agents) and approved by BIMCO in1998. It is a contract for the appointment by a general agent of a sub-agent on behalf of a liner principal.
The current edition of this contract is FONASBA Sub-Agency Agreement, issued in 1998.

BIMCO and FONASBA, the worldwide organisation representing shipbrokers and ship agents, have once again joined forces to create and launch a new general agency agreement for port agents, shipowners and ship operators contracting port agency services.

The US Environmental Protection Agency has announced that the awaited third Vessel General Permit (VGP 3.0) will be delayed, putting pressure on shipowners and operators to make sure they are covered prior to the December 18 deadline.
