A joint project from BIMCO and the Association of Ship Brokers & Agents (U.S.A.), Inc. (ASBA) to develop a standard gas tanker voyage charter party took a big leap forward at a subcommittee meeting on 5-6 September. The aim of the project is to develop a standard form dedicated to the chartering of tankers for LPG, anhydrous ammonia and chemical gases based on the widely used tanker charter party, ASBATANKVOY.

Earlier this month the IEA released its medium-term outlook for the global oil markets, which provides analysis and the forecast of the key issues in demand, supply, refining and oil trade through to 2024. The report portrays a positive outlook for oil demand growth, which is expected to continue to increase at a healthy pace, in line with the average growth rate seen since 2000. The gains in oil consumption are projected to average 1.2 million b/d per annum between 2018 and 2024, driven by the expansion of the petrochemical industry and the fast-growing aviation sector. Asia Pacific will see the fastest growth in consumption, accounting for 62% of the total increase in demand.

Strong SnP activity resumed last week as well, with activity in the dry bulk sector picking up considerably just before the new year kicks off, while on the tanker side focus switched to smaller chemical candidates this time round.

SnP activity is firming up for both tankers and bulkers. Buyers showed particular interest in both markets for small sizes. More specifically, the majority of sales on the tanker side were for Chemical tankers and MRs, while on the dry bulk sector was for Handies up to Supramaxes.

The carriage of chemicals in bulk is governed by SOLAS Chapter VII - Carriage of dangerous goods and MARPOL Annex II - Regulations for the Control of Pollution by Noxious Liquid Substances in Bulk.
The Conventions require chemical tankers built after 1 July 1986 to comply with the International Code for the Construction and Equipment of Ships carrying Dangerous Chemicals in Bulk (IBC Code).
