BIMCO co-sponsors IMO-proposal to revise guidelines on places of refuge

Overview

Together with EU countries and industry organisations – BIMCO has co-sponsored a revision on the guidelines on place of refuge for ships in need of assistance to include, among other things, guidelines for situations with more than one nation-state and recommendations for designation of a national competent authority.

“Overall, the guidelines have been made clearer, up to date and more operational, ensuring that they continue to serve as an effective instrument for all parties involved,” says Aron Sorensen, BIMCO’s head of maritime technology and regulation.

Fundamentally, if a ship has suffered an incident and needs assistance, the best way of preventing damage or pollution is to grant it a place of refuge where it can transfer cargo and bunkers and carry out necessary repairs. This practice is recognized by the International Maritime Organization (IMO) which has issued guidelines for the parties involved in such an operation.

Such a situation is complex, however, and the guidelines is a framework to help the company , salvors and authorities.
