EU-flagged newbuildings to carry IHM
Overview
Starting 31 December 2018, EU-flagged newbuildings must carry out an inventory of hazardous materials on board and carry relevant certification.
The regulation on ship recycling (EU) No 1257/2013 was published on 10 December 2013 and it entered into force on 30 December 2013.
Article 5 of the above-mentioned regulation states that all ships flying the flag of an EU member state shall have on board an Inventory of hazardous Materials (IHM). As per its Article 32, this regulation shall apply to EU flagged newbuilding ships from 31 December 2018.
This means that EU flagged newbuilding ships, starting from 31 December 2018, will have to maintain an accurate Inventory of hazardous materials on board. The list of hazardous materials that must be inventoried are mentioned in Annex 1 and 2 of this regulation. Before the EU-flagged newbuildings are put in service, an initial survey must be conducted, and a ship-specific “Inventory certificate” (IC) must be issued.
Existing EU-flagged ships and non-EU-flagged ships visiting EU ports will have to follow this regulation from 31 December 2020. The regulation and detailed guidance can be found at the following links.
