After receiving reports of the impact which the coronavirus outbreak has caused to the shipping industry, the IMO has now issued a follow-up circular advising all relevant stakeholders to co-operate and ensure that normal shipping activities like entry of ships to ports, embarking or disembarking of passengers and crew or cargo operations, crew exchange and so forth are not necessarily restricted or causing delays. The IMO also reminds that principles of avoiding unnecessary restrictions or delays to ships on port entry are embodied in the relevant IMO instruments. The circular also contains a statement by the International Labour Organisation reminding flag States of their obligation, during this outbreak, to protect seafarers' health and medical rights under the Labour Maritime Convention.
