New China customs order regulating advanced manifest entering into force from 1 June 2018

Overview

China Customs issued its Order (No.56) back in 21st November 2017 with a view to regulate all inbound/outbound manifest from 1st June 2018. Any violation in manifest filing may cause vessel’s delay as well as carrier’s penalty according to the “The Implementation Ordinance of Administrative Penalty of the Customs of the People's Republic of China”.

As per the said Order, Members shall be aware of the new adjustment towards the advance manifest, such as:

  1. The complete and accurate cargo information must be submitted to China Customs electronically 24 hours prior to loading on board vessel sailing to/via/out of Chinese ports.
  2. Shipper’s TAX ID, shipper’s contact number, consignee’s company name as main data in the advanced manifest are mandatory.
  3. All commodities under bills of lading must be declared in the manifest completely and accurately. China Customs will implement “Negative List Management” on the declared commodities. Any in-conformity with Customs regulation will be rejected.

Therefore, as for cargo imported into mainland China or transited through mainland China, the complete and accurate manifest data of the cargo must be sent to China Customs via electronic data 24 hours before shipment. China Customs undertakes to ensure the non-disclosure of sensitive commercial information during this process.
