Singapore MPA to ban use of open-loop scrubbers

Overview

The Maritime and Port Authority of Singapore has decided to prohibit the use of open-loop exhaust gas cleaning systems within its port limits, as of 1 January 2020. 

MPA chief executive, Andrew Tan, announced the new regulation, which is already part of current legislation, in his opening address at the Singapore Registry of Ships Forum. 

 

Discharge water from open-loop scrubbers is banned in a number of regions and ports. A large number of ports have not yet announced a final decision. 

BIMCO has released a list with the respective regions in October containing confirmed bans of discharge. 

However, many smaller ports will not have the media coverage a global hub like Singapore has and therefore BIMCO suggests shipowners clarify with their agents and/or port officials before entering a port.
