The Port of Singapore discovers fraud and bans two bunker suppliers.

Overview

Singapore Port Authority drives a hard line on bunker fraud.

The Maritime and Port Authority of Singapore (MPA) has informed us that they will not be renewing the bunker supplier licences of Panoil Petroleum Pte Ltd and Universal Energy Pte Ltd when they expire on 31 August 2017. Both companies can no longer operate as a bunker supplier and bunker craft operator in the Port of Singapore.

Panoil Petroleum Pte Ltd were caught making unauthorised alternations onboard five bunker tankers between the Mass Flow Meters (MFM) and the flow boom - a kind of “magic piping” that undermines the accuracy of the readings from the MFM system.

Universal Energy Pte Ltd accumulated demerit points for delivery of bunkers that were severely aerated causing a deliberate “cappuccino effect” also undermining the accuracy of the MFM system.

The MPA has thereby reduced the number of licensed bunker suppliers from 58 to 56 suppliers.

The MPA also informs that they have undertaken a new Memorandum of Understanding with the International Tanker Owners Pollution Federation Limited (IOTPF) on Oil Spill Response & Vessel Rates setting out the charges applicable to oil spill response and anti-pollution services provided by MPA and its service providers.
