Shipowners encouraged to take part in ship generated waste survey

Overview

The EU is carrying out an online survey which is relevant to all shipowners irrespective if they operate ships on EU-flag or not. The outcome of the survey will be used to establish criteria for determining that a ship produces reduced quantities of waste and manages its waste in a sustainable and environmentally sound manner. The outcome could result in  reduced fees for delivering waste to a port reception facility, and BIMCO encourages all shipowners to take part in the survey.

In June 2019, new EU rules on port reception facilities for the delivery of waste from ships entered into force. See the full text of Directive 2019/883/EU. The rules apply to all ships, irrespective of their flag, calling an EU port.

The rules also stipulate that the fee for delivering waste to a port reception facility shall be reduced based on the ship’s design, equipment and operation if it is demonstrated that the ship produces reduced quantities of waste, and manages its waste in a sustainable and environmentally sound manner.

Criteria for determining that a ship produces reduced quantities of waste and manages its waste in a sustainable and environmentally sound manner is currently being defined. In this connection, the EU has launched the survey to identify possible criteria.

The online survey can be completed until the end of August 2020.

The main tasks of this study are:

  1. To identify the ship design specifics that are directly related to reduced production of waste and attribute to on-board waste management.
  2. To produce an inventory of available technologies in the market as well as prototypes that directly or indirectly reduce waste and/or improve onboard waste management.
  3. To identify relevant operational practices and environmental management systems which results in reduced waste production and improve waste management onboard.

The study is related to all ship generated waste (SGW) under MARPOL Annexes I, II, IV, V and VI. Cargo residues are excluded from the scope of the survey.
